Justice Delayed: NCW Ignored Manipur Video Incident for Over a Month

In a shocking revelation, it has come to light that the National Commission for Women (NCW) was made aware of the horrifying Manipur video incident involving women being paraded naked and brutally assaulted more than a month before it went viral on July 19. The incident had occurred on May 4 in B Phainom village of Kangpokpi District and was captured in a harrowing video that sent shockwaves across the nation.

In a proactive move on June 12, a dynamic duo of women activists, joined forces with the North American Manipur Tribal Association (NAMTA), and fearlessly dispatched an appeal via email to the Chairperson of NCW, unveiling a distressing account of six harrowing incidents of violence and assault targeting women from the Kuki tribe. Among these incidents was the gangrape and assault on the women in B Phainom village, which was precisely the video that later went viral.

The NCW, established as a statutory body in January 1992 under the National Commission for Women Act, 1990, holds the responsibility to ensure the protection and empowerment of women. Its mission is to work towards gender equality and women’s equal participation in all aspects of life by advocating suitable policy formulation and legislative measures.

However, the recent incident has raised questions about the effectiveness and responsiveness of the NCW. Delhi women’s panel chief, Swati Maliwal, expressed her disappointment over the NCW’s apparent inaction, pointing out that serious complaints were received by the commission, but no action was taken. Maliwal’s frustration is shared by many who are dismayed by the delay in addressing such a grave matter.

In response to the mounting criticism, NCW Chairperson Rekha Sharma attempted to justify the commission’s actions, claiming that the complaints were generic and, in some cases, from outside the country. She added that the complaints had been forwarded to the Manipur state government, but none of the incidents were verified. Her response, however, failed to justify the lack of immediate action, leaving many perplexed and outraged.

The incident, along with the NCW’s handling of it, prompted responses from the Prime Minister and the Chief Justice of India. The situation has sparked nationwide outrage and demands for swift justice for the victims.

In light of these developments, Delhi Commission for Women Chief Swati Maliwal announced that she would personally visit Manipur to review the steps taken by the authorities in connection with the incident. Her visit aims to assess the situation of sexual assault against women in the region and ensure that appropriate measures and compensation are provided to the victims.

The incident has once again highlighted the urgent need for concrete steps to address violence against women and ensure their safety and security. The NCW’s role in such matters is critical, and it must act promptly and decisively to protect the rights and dignity of women across the country. Only through concerted efforts and genuine commitment can society strive towards gender equality and ensure that justice is served for all.
